Reynolds K. Shula, Board Member, Zambia

Mr Reynolds Kambikambi Shula of Zambia joined the PSAf Board of Directors in March 2014.

Mr. Shula is a seasoned programme manager with extensive experience spanning over three decades in managing integrated agricultural and natural resources management programmes, programme planning and management of integrated and sustainable agriculture and natural resources projects in Zambia and other African countries.

Among other qualifications, Mr Shula holds a Master of Sciences Degree in Natural Resources Management, a Diploma in Agriculture Sciences (Crops Major) from the Natural Resources Development College (NRDC) in Lusaka, Zambia.1980 –1983. He also holds a number of professional and in-service training certificates in issues of Environment and Natural Resources Management, Project Management, Leadership Development, among others.

He is currently working under the Zambia Ministry of Agriculture and Livestock as Principal Agricultural Specialist – Agriculture Land Use Planning (ALUP). Until June 2011 he was Technical Officer Land Use in the UNDP funded Climate Change Facilitation Unit (CCFU) in the Ministry of Tourism, Environment and Natural Resources, where among other things he actively participated in the development of the National Climate Change Response Strategy and National Climate Change Communication Strategy among others. He was also instrumental in developing and reviewing concept notes in Sustainable Land Management.

From 2003-2008 he served as the Deputy National Team Leader for the Agriculture Support Programme (ASP), where he was responsible for the management and co-ordination of the development and implementation of all programme activities. ASP was instrumental in introducing and facilitating the “Farming as a Business” concept to catalyse entrepreneurship development among small holder farmers in selected provinces of Zambia.

Mr. Shula has also been very active on the international stage on issues of environment and natural resources management. He is a Zambian and African Group Climate Change negotiator on the Agriculture track under theUN Framework Convention on Climate Change (UNFCCC), and has been active in lobbying and advocacy for donor support for natural resources management projects. He is the Chairperson of the African Conservation Tillage Network (ACT) management Board, and past Country Representative for the World Association of Soil and Water Conservation (WASWC). He is also a member of the NEPAD core group of specialist on Climate Smart Agriculture and Chairperson of the Rural Economic Expansion Services Ltd (REES), a consultancy company in sustainable rural development facilitation
